Your resume is only a 2 page description of what you offer. If you have the best resume writer on the planet but what you offer is not attractive to the hiring authority, then you will not get the call.
The way to measure a resume writer is by how they sell you on paper. This has a direct relationship to obtaining interviews but maybe only 20%. 80% is based upon what you actually offer the employer, not how it is described.
You also need to understand that no matter how great you are as a product, if you are not what the employer is looking for, it won't matter. They won’t call.
Now to be clear, the value of a resume writer is to make sure that the categories of information that is written about you in the resume are honest and done in such a way that it attracts employer interest, leaving certain questions open for the interview. You have to strategize with your resume developer to flavor the resume so that it becomes attractive to a wider audience.
Unfortunately it is rare that a resume writer has interactions with employers. Without that, the resume writer is operating from theory and it is dangerous to bet your future on a person operating from theory, especially when you have to pay for it.

If I hire someone (a professional) to build my resume, can I expect to get interviews? I mean, is that an effective way to measure a resume service?

There are a number of factors. If your resume is accurate and communicates the depth of what you offer, which is unlikely if you did it yourself, the culprit is probably your resume (see article - 5 laws of resume communication) There are a number of other factors to consider.

Number of competitors – job boards are a waste of your time - too many applicants
Accuracy of your background compared with the job description - it is very common for especially unemployed candidates to make statements like; Well I don't have all the requird elements but. For this economy there are no "buts"
Location – companies are reluctant to pay for relocation
Timing - meaning if you are late in the game. This is especially true of the job boards.

Another culprit for non-activity (when you have a solid resume) is not getting enough resumes out. You say 200, if you have been at this a month, you should at least have 1,000 out. Every company that is a viable target in your community needs to be approached.

You have to get the resume to people before they have an opening or right at the moment. Recruiters are your best source. Search Firms know who's hiring, they know the players.
Everbody goes to the job boards, that is a waste of valuable time. You have to get your resume to them before they go to the job boards. If you are even 10 days after the job board listing you are too late. They are inundated with too many resumes. We suggest you think about focusing on Employers and recruiters directly. Also, it is a numbers game.

Hope this helps

I am in the middle of competition for a CEO position and am at least 10 years older than the other candidate. What I have emphasized in the interviews and conversations is the variety of situations I have dealt with - especially the bad ones. This way I can express how relevant my experience is and that I can see problems developing before earlier because I have the experience and scars to see things as they are developing and are still manageable..

Additionally, I emphasize my experience in leading change and making quick adaptations to the market conditions. This point is key in the current discussions because the new parent company wants the recently acquired company to change quickly and acquire other businesses to expand its footprint in the market.
